Abstract
Russia is today in the midst of a reformation of its higher educational institutions and universities and of the Russian Academy of Science. Its priority educational programmes include education, demography, public health care, housing and public service, and community facilities. The Bologna Declaration on European University Education will be discussed in this seminar.

Prof Tsoy’s work experience include:
1992 – to present. Vice - Rector for International Relations, Professor of the Applied Mathematics Department (APD) Novosibirsk State Technical University (NSTU).
1995 – to present. Professor, APD, NSTU.
1989 – 1992. Deputy Vice-Rector for Science @ Research, NSTU.
1974-1995. Associate Professor, APD, NSTU.
1972-1974. Teaching Assistant, Department of Automatic Economic Data Processing, NSTU.
His teaching activities include lecturing and carrying out of special seminars for students and post-graduate students in the next fields: "Technology and methods of simulation modeling", "Software of statistic analysis", "Theory of analysis and design experiment", "Modeling and control in economics", "Econometrics", "Systems analysis", "Design of information and control systems", and "Man-machine systems".
